To enable the Marketing and Sales options in the menu, go to "My Profile", then "Manage my Profile". Find the "Job Role" field and select "Marketing" and "Sales" checkboxes and then click the Continue button. You may need to log out and back in to see the menus appear.
The Pricelists & Ordering Tools page (with a list of ALL pricelists) can be accessed from the home page link OR by navigating to "Sales>Pricelists and Ordering Tools"
Pricelist by product are on the product pages - from the main menu, select Marketing>Marketing & Sales Toolkits>Product name.

I don't know what you're talking about - I don't see a Marketing or Pricelists page on my view of the Partner Hub.
